vladtva 4c7f8bc065 fix(gateway): mirror state snapshot to base topic as fallback 
Publish the computed alert-state payload to MQTT_TOPIC (non-retained) in addition to MQTT_STATE_TOPIC to keep clients updated when state-topic delivery is limited by broker ACL or retained behavior.
